The President of the Kosovo Chamber of Commerce, Lulzim Rafuna, has criticized the government for the lack of effective measures to support businesses, emphasizing that fiscal policy has not changed since the pandemic. He has called for the adoption of VAT facilitation and changes, as well as a thorough reform of fiscal policies - to create a more favorable environment for business development. In an interview with KosovaPress, Rafuna expressed concern about the difficult situation of businesses in Kosovo, emphasizing that capital investments, which are essential for economic development, have not been realized during the mandate of this government.
He stressed that there is no concrete project that can be considered a success, while capital investments, which are foreseen in the budget law, have not been implemented as they should. Rafuna also stressed that, although the diaspora has contributed with investments, they have been focused mainly on the real estate sector. According to him, this has resulted in an economic development that is not sustainable, since investments in this sector do not create sustainable jobs and do not stimulate long-term economic growth.
"It is not that there has been any support for businesses. If we look at fiscal policies, in the last 4 or 5 years since the pandemic, since then there has been no update of fiscal policies, despite our request for more exemptions, VAT escalation, and a new VAT reform, we have not had transparency, dialogue regarding the adoption of laws... A total legal uncertainty has prevailed regarding business," said Rafuna
