The fourth defense witness for former president Hashim Thaçi, Jock Covey, while speaking about the KLA, told the Kosovo Specialist Chambers in The Hague that there was no central command.
On the first day of his testimony at the Chambers, he said that “the KLA was more of a movement than an army.”
He spoke about a meeting which, according to him, was held to convince the zone commanders about the disarmament agreement. There, according to him, it was evident that Thaçi’s relationship with the zone commanders was “complicated.”
Speaking about the 1999 period, he said they had understood that the KLA did not have a central command.
Jock Covey is the fourth witness in The Hague testifying in defense of former president of Kosovo, Hashim Thaçi.
He served in Kosovo as the deputy to the UN Secretary-General’s Special Representative, Bernard Kouchner.
His testimony follows that of former US Assistant Secretary of State James Rubin, the former legal advisor to the Kosovo delegation at Rambouillet, and former British diplomat John Stewart Duncan.
