The Constitutional Court of the Republic of Kosovo, within the framework of the Second Annual Meeting of the Balkan Constitutional Courts Forum, has organized the international conference on the topic: “Evolutions in contemporary constitutional justice – the example of the Balkan region“,.

The Balkan Constitutional Courts Forum, established on October 27, 2023, unites the Constitutional Courts of Bulgaria, Kosovo, North Macedonia, Montenegro, Turkey, and Albania, around the common values of democracy, the rule of law, and the protection of human rights.

In this forum, President Vjosa Osmani said that Kosovo remains committed to the basic principles of democracy and the rule of law.

She emphasized that such a forum contributes to the deepening of the cooperation of the Constitutional Courts according to the highest standards in respect of the Constitution.

The President of Kosovo, Vjosa Osmani, has said that no one is above the Constitution.

At the opening of this meeting, the President of the Constitutional Court of the Republic of Kosovo Gresa Caka-Nimani said that it is essential for the Constitutional Court of Kosovo to become an equal member of the Association of Francophone Constitutional Courts.

She said that the missions of the Constitutional Courts cannot be realized only within the national borders, therefore through this Forum, according to her, the advancement of the constitutional values in the region is aimed.

The President of the European Constitutional Court and the President of the Constitutional Court of the Republic of Albania, Holta Zaçaj emphasized the importance of the Constitutional Courts in the protection of democracy and the rule of law.

She also announced that the application of the Constitutional Court of Kosovo for membership in the Conference of European Constitutional Courts is currently in process.

Pavlina Panova, president of the Constitutional Court of Bulgaria and head of the Secretariat of the Balkan Constitutional Courts Forum, said that the constitutional courts are guardians of the principles that serve as the foundation of democracy and the rule of law.

The main speech at this Forum was given by the director of the International Congresses for European and Comparative Constitutional Law, Rainer Arnold, who spoke about the role of constitutional justice in contemporary constitutionalism.

The professor of the University of Regensburg said that the constitutional courts have the duty to protect and preserve the essential content of the Constitution.

The Balkan Constitutional Courts Forum was established in order to strengthen the cooperation between the constitutional courts of the region and to serve as a platform for discussion and exchange of experiences on constitutional justice. /B. Ibishi
