The Committee on Human Rights discusses the regulation for persons with disabilities

With the new regulation, persons with disabilities will have permanent assessment, they will be able to apply online and their supervisor for one category will be permanent while for the other there may be a reassessment.

This was said at the meeting of the Committee on Human Rights, Gender Equality, Victims of Sexual Violence During the War, Missing Persons and Petitions, where it was discussed about completing or changing the Regulation on the Composition, Functioning, Responsibilities of the Evaluation Committee and Determining the Procedures for the Recognition of the Status and Rights of Paraplegic and Tetraplegic Persons, or issuing a new Regulation.

In this Committee, it was emphasized the need to create a database in the institutions of Kosovo, which will contain the data for this category of persons.

The Deputy Minister of Finance, Labor and Transfers, Agon Dobruna, said that the regulation has already gone to the treasury for the budget and has been forwarded to the prime minister's office for compliance.

The most important change in this regulation, Dobruna considered that there will be no more reassessments of the condition of persons with special needs.

He indicated that the application will be online, while those who do not have the opportunity to come will provide transportation, while as another option he mentioned the committee's visit to the houses where they live.

Meanwhile, the Deputy Minister of Health, Arsim Berisha, said that a contract has been signed by HUCSK (Hospital and University Clinical Service of Kosovo) for the equipment needed in this category, while emphasizing that the investment for two years is 3.2 million for 2024 and 3.2 million for the year 2025.

The director of the HANDIKOS Association, Afrim Maliqi, considered it extremely important for the evaluation tool with which the committee will assess the person for his abilities.

He said that they have a basic date of their own as an association, but emphasized the need for the creation of another one by state institutions.

Maliqi mentioned as a regression the issue of subsidizing electricity for these people, whereas he emphasized that it did not turn out as promised by the deputy minister of MFLT.

Meanwhile, the chairman of this committee, Duda Balje, asked the Deputy Minister of Health, if elderly people were excluded from receiving mobility equipment, for which he said that they received it as information about a month ago. Regarding this, Deputy Minister Berisha said that they do not have any official information that such a thing could have happened.
