Special Prosecutor’s Office provides details on request to end detention of Mefail Shkodra

The Special Prosecutor’s Office is conducting investigations in two separate cases against Mefail Shkodra, the main suspect in the triple murder in Gjilan.

In April of this year, the Special Prosecutor’s Office told KosovaPress that it had been informed by the Kosovo Police of the filing of a criminal complaint by B.H. against Mefail Shkodra.

“We inform you that the Special Prosecutor’s Office of the Republic of Kosovo is conducting investigations in two separate cases against the suspect M.Sh. On April 25, 2025, the SPRK was informed by the Kosovo Police about the filing of a criminal complaint by B.H. against the suspect M.Sh. Immediately after receiving the information, on the same day the Prosecutor’s Office began taking investigative actions and authorized police investigators to undertake the necessary legal measures and actions. In this case, the Prosecutor’s Office did not submit a request for the imposition of detention, as in the initial phase of the proceedings it was necessary to undertake other investigative actions in order to verify the allegations and fully clarify the circumstances of the case,” the Special Prosecutor’s Office said in its response.

The Special Prosecutor’s Office stressed that they have not received “any information or evidence indicating that the complainant or any member of his family had been threatened by the suspects.”

“The Prosecutor’s Office clarifies that in the first case, the suspects M.SH and E.SH had been in detention for four months for several criminal offenses, including usury and coercion. Following the defense attorneys’ proposal to replace the measure with bail at the Basic Court in Prishtina, the court referred this proposal for assessment to the Prosecutor’s Office. After analyzing the request, the SPRK proposed changing the security measure, and the court decided to replace the measure, as it was assessed that the legal conditions for continuing detention no longer existed,” the Special Prosecutor’s Office further stated.

Regarding Mefail and Edonis Shkodra, the Prosecutor’s Office says it has seized nine immovable properties and has interviewed all persons involved in this criminal case.

“At the same time, against these defendants, this Prosecutor’s Office has seized nine immovable properties within the scope of this investigation and has interviewed all persons involved in this criminal case, in accordance with the standards set in the Criminal Procedure Code. We emphasize that the case is still in the investigation phase, and evidence is also being secured within the framework of international legal cooperation. The Prosecutor’s Office remains committed to conducting an independent, impartial, and thorough investigation, and assures the public that every action is being taken in accordance with legal and institutional standards,” the Special Prosecutor’s Office emphasized.
