A member of parliament from the Democratic Party of Kosovo (PDK), Eman Rrahmani, questioned Prime Minister Albin Kurti about same-sex marriages.

Referring to the scope of the Ministry for Family, Rrahmani asked Kurti whether he considers same-sex marriage to be a family. In response, the Prime Minister said that the issues raised should not be considered family issues, but gender issues.

“Will you include as a family cases where, according to the law you proposed on gender change, a man who has changed gender and become a woman, or a woman who has changed gender and become a man, will be recognized as a family? Will you recognize same-sex marriages as families? Will you recognize as a family a woman who has given birth to a child through a sperm donor? Will this government engage in protecting the rights of these categories, given that you have declared that these are rights and that for you this is not a deserved right, but a right that stems from your personal beliefs and political engagement? You have also stated that around 10 percent of the population has such a sexual orientation, so will your engagement as a government and parliamentary group be to realize the rights of this 10 percent?” he said.

Kurti responded that these are not family issues but gender issues.

“It is clear that this is not a question but a questionnaire. I cannot answer all of these issues, but what I want to say is that in the previous mandate and in this mandate, for the first time, we have taken clear and measurable steps to place the family at the center of state policymaking... The issues raised here I do not consider family issues, but gender issues. We can have another debate on gender issues some other time. But as you know, the ministry is the Ministry of Family, not of gender issues. It is the Ministry of Labor, Family and the Values of the Liberation War. Not the values of war, but the values of the liberation war. Because our war was a liberation war,” he said.

Rrahmani continued insisting on clarification about how such cases would be treated under the law.
