Another attempt to constitute Kosovo Assembly ends in failure

Members of the ninth legislature have once again failed to constitute the Assembly of Kosovo.

The Vetëvendosje (LVV) movement again proposed Albulena Haxhiu as Speaker of Parliament.

Deputies from other parties did not support her candidacy; as a result, Haxhiu received 57 votes in favor, 56 against, and 3 abstentions.

After Haxhiu’s candidacy, LVV put forward another candidate, Donika Gërvalla.

Like Haxhiu, Gërvalla did not receive the necessary support from the Assembly deputies. With 57 votes for, 56 against, and 3 abstentions, it was not enough for her to be elected Speaker.

The session chair, Avni Dehari, concluded today’s session and set August 22 as the date for the next assembly meeting. The next session will be held on Friday at 11:00 AM.

The Constitutional Court ruling states that deputies must elect the Speaker by open vote, and a candidate can be voted on only up to three times.

The constitution of the Kosovo Assembly is also considered a state emergency by the Presidency, which told KosovaPress that Kosovo must form its institutions as soon as possible during this challenging global and regional period.

“The Presidency considers the prompt constitution of institutions elected by the people an urgent state matter. In this period of dynamic developments on the continent and global challenges affecting our region, the swift establishment of new institutions in accordance with the procedures outlined in the Constitutional Court’s ruling is vital for stability, democratic representation, and addressing citizens’ interests,” the Presidency said in a statement to KosovaPress.

It is recalled that prior to the latest Constitutional Court ruling, the Kosovo Assembly had failed to constitute itself in 54 attempts.

The Constitutional Court published its decision on August 8, and the full text was released on Monday, August 18.
