Ambassador William Walker says that the main thing that Serbia can do to advance the negotiations is to recognize the state of Kosovo, otherwise he emphasizes that there will not be an agreement soon. According to him, it is meaningless for the Association of municipalities with a Serbian majority to be made according to the demands of the Serbian side.
