The Parliamentary Committee on Legislation has reviewed applications for members of the Kosovo Judicial Council (KJC). During the meeting, concerns were raised over an application submitted by an anonymous candidate, which committee members described as an “absurd case.”

The Deputy Chair of the Committee on Legislation, Vigan Qorrolli, said that the Assembly administration received a notice from a candidate belonging to the Serbian community, but that her application documents have not yet been received.

“I inform you that in the administration of the Assembly of the Republic of Kosovo a notice has been received from a candidate from the Serbian community who explained that she sent the application documents by post on March 19, within the allowed deadline, which closed on March 20. She attached proof from Post of Kosovo, but the Assembly, respectively the administration of the Assembly of the Republic of Kosovo, has not yet received any documentation, meaning the file for this candidate. This is an unusual case because Post of Kosovo from March 19 until today, April 2, should have delivered it by registered mail to the Assembly of Kosovo, but we are in a situation where the administration has not yet received the candidate’s documentation,” he said.

Regarding the issue, PDK MP Blerta Deliu-Kodra said the situation is absurd.

“The Assembly of the Republic of Kosovo has not included it in the report because her application has not arrived at the Committee on Legislation. As chair of the working group, I would request that previous practices be consulted, because it is not easy for the Assembly to deal with documentation it does not have, without a clear file, considering that the candidate has provided proof. It is an absurd situation for us to deal with something we have not yet seen and have not processed at all,” she said.

She added that the committee should decide whether the candidate should be invited for interview, even though deadlines have passed.

During the presentation of the report, Deliu-Kodra also said that the positions to be filled include one member from the Albanian community and two members from non-majority communities.

She said all candidates meet the conditions for interviews.

“The positions that need to be filled are one member from the Albanian community, meaning a non-judge member under Article 108, paragraph 6, subparagraph 2 of the Constitution of Kosovo, Amendment 25, and two members from the Serbian community under Article 108, paragraph 6, subparagraph 3 of the Constitution, where at least one must be a judge. The list of candidates for the Kosovo Judicial Council has a total of 23 candidates, which we have processed as a working group,” she said, listing the names.

Deputy Chair of the committee Vigan Qorrolli proposed that interviews for the candidates be held next Friday, on the 10th.

At today’s meeting, it was also announced that the Government Commission for Recognition of the Status of Former Political Prisoners, Detainees and Persecuted Persons, as well as the Complaints Commission, have submitted their annual report to the Assembly. The committee also appointed MP Arjeta Rexhepi as a member of this government commission.
