The Kosovo Chamber of Commerce and Industry (KCCI) expresses its deep concern over the difficulties being caused to many businesses regarding vehicle registration, as a result of Article 89, paragraph 4 of Law No. 08/L-186 on Road Traffic Rules, which came into effect in 2024.
According to KCCI, this article states: "The vehicle owner cannot register, renew the registration, or change the vehicle owner without first paying all fines for traffic violations.”
“Additionally, it produces negative effects for businesses because it obstructs their economic activity by preventing businesses from putting vehicles into circulation and providing services or fulfilling business contracts,” the KCCI reaction states.
According to the Chamber, currently this article is being applied equally to vehicles registered in the name of financial institutions, even though the fines belong to individual drivers, causing major problems for them.Furthermore, according to KCCI, this application contradicts Law No. 03/L-103 on Leasing, adopted in 2009, which regulates the relationship between the party offering and the party using the vehicle.
This article creates problems with administrative transparency: "In some cases, businesses are not timely informed about fines imposed, especially for fines not physically delivered or those generated by automated radar systems,” the announcement says.
