KosovaPress has obtained a decision from the Commercial Court of Kosovo, Administrative Affairs Department, dated June 25, 2025, regarding the annulment of the Energy Regulatory Office’s (ZRRE) notice on entering the liberalized energy market.
The complaint was filed by lawyer Agron Selimaj from Pristina.
Two days earlier, KosovaPress had also obtained a ruling dated June 19, 2025, where the court approved the request to suspend execution of the same ZRRE notice.
The Kosovo Chamber of Commerce and Industry (DhTIK) supports its earlier statements that the liberalization process included procedural and substantive violations highlighted by European institutions. The Kosovo Chamber of Commerce (OEK) announced a second ruling within two days that annulled the ZRRE notice on market liberalization.
OEK encourages businesses affected by this decision to pursue legal protection and has established a legal team to assist in drafting documents against the ZRRE notice.
Besides this case, the Kosovo Chamber of Commerce and Industry, Kosovo Chamber of Commerce, and other businesses have also opposed ZRRE’s decision.
ZRRE postponed contract deadlines following protests by Kosovo businesses opposing market liberalization.
Businesses protested, arguing the decision would burden Kosovo’s economy.
