The Central Election Commission (CEC) has announced that, as part of preparations for the election process, information technology equipment, such as monitoring cameras for polling stations, Municipal Counting Centers, and other materials, has been distributed.
At the beginning of the meeting, the CEC presented a report on the final phase of the preparatory process for the local elections on October 12, reports KosovaPress.
According to the report, the training of members of the Polling Station Councils for election day has been completed. Today, at the Municipal Counting Center in Pristina, training was held for IT administrators on using technology for the delivery and receipt of election materials and for ballot counting.Besnik Buzhala from the Secretariat of the CEC stated that, as part of the election preparations, IT equipment, including monitoring cameras for polling stations, Municipal Counting Centers, and other materials, has been distributed.
“The training process for polling station councils across Kosovo’s municipalities has been completed. This process began on October 1 and ended on October 8, 2025, with over 12,000 members and chairpersons of polling station councils trained. Today, at the Municipal Counting Center in Pristina, training was conducted for IT administrators engaged in the municipalities, including trainers of municipal election commissions. The Secretariat is continuing the transport of necessary materials that will be used for polling stations and Municipal Counting Centers,” Buzhala said. The CEC decided to de-accredit two observer organizations: Youth Development & Corporation – YDC / Rinia për Zhvillim dhe Bashkëpunim (12 observers) and Iniciativa për Progres (7 observers), because these organizations’ statutes do not cover human rights and electoral processes.“On October 1, 2025, the office recommended that the CEC accredit these observer organizations. However, after reviewing their statutes, we noticed a technical oversight during the evaluation process. We concluded that, based on the objectives and scope of these NGOs, these two organizations do not deal with human rights or election-related activities,” Buzhala said.
Next, the CEC approved the operational plan for election day, outlining the organization of CEC work and cooperation with various institutions to ensure smooth conduct of the election process.
The CEC also approved the schedule for election-day press conferences and the presentation of voter turnout statistics. On election day, the CEC will hold press conferences at the following times:11:30 – Second conference: Announcement of voter turnout until 11:00 and updates on the electoral process;
15:30 – Third conference: Announcement of voter turnout until 15:00 and updates on the process;19:30 – Fourth conference: Announcement of the end of voting, overall progress, voter turnout, and the start of ballot counting;
The schedule for a fifth conference, for publishing preliminary aggregated results for mayoral candidates and political parties in municipal assemblies, will be announced by the CEC in advance.
