The constitution of the Assembly failed for the 41st time. The continuation of this session failed due to lack of quorum for the vote on the commission that enables secret voting. There were 99 deputies present in the hall, where the chair of the constitutive session, Avni Dehari, invited political parties to propose names for the commission.

Deputy of the Democratic Party of Kosovo, Arbnora Salihu, called on Dehari to respect the ruling of the Constitutional Court.

She was responded to by the co-chair, Sala Jashari of PDK.

“Chair, even in this session we call on you, do not violate the Constitution. Return to the agenda.”

Dehari continued the session by putting to vote the commission for secret voting, which did not receive enough votes.

“54 deputies voted in favor, there were no votes against, no abstentions; the session is suspended for today. See you again on 05.07.2025 at 11:00,” he said.

After this, deputies from the Democratic Party of Kosovo, the Democratic League of Kosovo, and the Alliance for the Future of Kosovo remained in the hall for a few more minutes.

Last week, the Constitutional Court issued a ruling stating that the ninth legislature has one month to constitute itself – electing the speaker and deputy speakers.
