Apart from the swearing-in of the elected MPs, the new Assembly has not been constituted due to the failure to elect the new Assembly Speaker and Deputy Speakers.
Vetëvendosje, Guxo, and Alternativa have not managed to secure enough votes for Albulena Haxhiu, whom they have proposed as Speaker of the Assembly. Due to the lack of numbers, they have proposed that the voting be switched from open to secret.
The Constitutional Court has issued a ruling according to which the ninth legislature has a one-month deadline for constitution – the election of the speaker and deputy-speakers.
Meanwhile, PDK and LDK have once again addressed the Constitutional Court to clarify whether the recent sessions have violated the Constitution. Also, President Vjosa Osmani has warned that she will soon send to the Constitutional Court what measures should be taken if the Assembly is not constituted by the foreseen deadline of one month.
We recall that the parliamentary elections were held on February 9th. The first meeting for the constitution of the new Assembly was held on April 15th. Since that date, constitutive sessions have been held every forty-eight (48) hours without achieving any concrete results.
