The 42nd attempt for the constitution of the Assembly

MPs will gather today for the 42nd time in a row in an attempt to constitute the Assembly of Kosovo.

Apart from the swearing-in of the elected MPs, the new Assembly has not been constituted due to the failure to elect the new Assembly Speaker and Deputy Speakers.

Vetëvendosje, Guxo, and Alternativa have not managed to secure enough votes for Albulena Haxhiu, whom they have proposed as Speaker of the Assembly. Due to the lack of numbers, they have proposed that the voting be switched from open to secret.

The commission that enables the secret ballot is not being supported by the Democratic Party of Kosovo, the Democratic League of Kosovo, and the Alliance for the Future of Kosovo. This issue has even been sent to the Constitutional Court, which has issued its verdict, but the same is being interpreted in different ways by political entities.

The Constitutional Court has issued a ruling according to which the ninth legislature has a one-month deadline for constitution – the election of the speaker and deputy-speakers.

PDK and AAK have asked VV to change the candidate for speaker of the Assembly, arguing that she has worked to the detriment of the interests of the state. Meanwhile, LDK has declared that it will not vote for any candidate.

These parties have said that Vetëvendosje, Guxo, and Alternativa do not even have the votes to form a Government, for which they have said that a political agreement is needed. However, VV has said that this should be proven by first voting on the constitution of the Assembly.

Meanwhile, PDK and LDK have once again addressed the Constitutional Court to clarify whether the recent sessions have violated the Constitution. Also, President Vjosa Osmani has warned that she will soon send to the Constitutional Court what measures should be taken if the Assembly is not constituted by the foreseen deadline of one month.

We recall that the parliamentary elections were held on February 9th. The first meeting for the constitution of the new Assembly was held on April 15th. Since that date, constitutive sessions have been held every forty-eight (48) hours without achieving any concrete results.
