Due to disagreements between the ruling and opposition parties, the Parliamentary Committee on Foreign Affairs did not approve the agreement on Kosovo’s membership in the Peace Board.

Committee members failed to reach consensus on paragraph 2 of Article 2 of the draft law, which defines the main objective of the Peace Board. As a result, it was decided to form a working group to amend this article.

Committee Chair, LVV MP Arbëreshë Kryeziu-Hyseni, stressed the need to establish the working group in order to reformulate the paragraph, saying it concerns the establishment of credible governance and ensuring sustainable peace in areas affected or threatened by conflict.

She said this does not mean they are against the agreement, nor does it diminish the merits of former President Vjosa Osmani for her engagement. However, she added that all provisions of the agreement must be clarified and checked for compliance with European Union laws and directives.

“The international agreement is a parliamentary procedure. The sponsor of this agreement is the former President of Kosovo, and no one is denying that fact. She signed and confirmed Kosovo’s participation in the Peace Board. We are fine up to that point and with the agreement submitted to the Assembly. We should not start from the idea that we only deal with a draft law if it is voluminous or has many articles. I think a draft law with so few provisions can be more problematic than one with many articles. It has only four articles, but one paragraph is very significant and problematic if it remains unchanged. The wording of Article 2, paragraph 2 is problematic. We need to know what governance is being re-established there and which conflicts are being referred to. Currently, there are many conflicts in the world,” she said.

She was responded to by LDK MP Lutfi Haziri, who said there had been differences between Prime Minister Albin Kurti and former President Vjosa Osmani regarding the Peace Board.

“We should feel privileged to have been invited to join the Peace Board,” she said.

The committee decided that the working group will meet next week to harmonize and finalize the draft law. Kosovo received the invitation to join the Peace Board on January 22, 2026.
