PDK raises concerns over non-appointment of second CEC member, accuses President Osmani of violating the Constitution

The Democratic Party of Kosovo (PDK) expressed concern over the failure to appoint its second member to the Central Election Commission (CEC). The party considers President Vjosa Osmani’s decision a violation of constitutionality, democracy, and elections in Kosovo.

PDK Secretary for Membership and Finance, Betim Gjoshi, said that party leader Bedri Hamza had been asked to propose candidates for CEC members.

“Mrs. Osmani’s latest decision not to appoint the second member of the Democratic Party of Kosovo to the Central Election Commission is a violation of constitutionality, democracy, and elections in the Republic of Kosovo. At the end of her mandate, instead of leaving a positive mark in her role as head of state, Osmani has decided not to respect the Constitution of the country, nor the previous institutional practice that had also been followed by herself. As if that were not enough, in her letter dated March 9 addressed to chairman Bedri Hamza, President Osmani requested that he propose in writing the candidates for members of the CEC. So, not the proposal of one candidate as she is now claiming, but of candidates in the plural,” he said.

At the press conference, Gjoshi said that the head of state has a responsibility to explain to citizens what led her to withdraw at the last moment from the constitutional path.

“Osmani’s refusal and her hiding behind referring the matter to the Constitutional Court, when the Constitution is clear and the institutional practice followed by herself is already consolidated, is deliberate damage to the representation of the Democratic Party of Kosovo in the CEC, and consequently a weakening of the opposition’s role in this key institution for administering elections at this critical political stage for our state. In the new process of extraordinary elections, which Kosovo is expected to enter within a few days, the opposition is being excluded from its role in the administration and guarantee of the electoral process,” Gjoshi added.

Gjoshi said that a similar case had also occurred in 2021, when President Osmani had tried to prevent the appointment of PDK’s second member to the CEC.

He added that PDK will use all lawful means, as he put it, in seeking the implementation of its right to be represented in the CEC.
