The OSCE Mission in Kosovo announced that it cannot contribute to the collection of ballots in the Serbian referendum due to the reluctance of the parties for such a thing to happen.

"In the absence of the necessary consent, as made clear in previous statements, and as communicated to all sides, it has not proved possible for the Mission to conduct such an operation on this occasion", reads the statement...
