OSCE Chairperson: The process of forming the Assembly should continue in line with the Constitution

The OSCE Chairperson-in-Office, who is also Finland’s Minister of Foreign Affairs, Elina Valtonen, said she hopes the process of constituting the Assembly of Kosovo will continue in accordance with the Constitution of Kosovo, as reported by KosovaPress.

During her official visit to Kosovo on Tuesday, she stated that strengthening inter-community relations in Kosovo remains important for the OSCE.

Kosovo has not yet formed new institutions, even eight months after the parliamentary elections of February 9. Currently, the Constitutional Court has imposed a temporary measure until September 30, preventing deputies from taking any action and suspending legal deadlines for forming the government. This came after a complaint by the Serb List, following the decision of the newly elected Speaker of the Assembly, Dimal Basha, to close the constitutive session without electing the Assembly’s deputy speaker from the Serb community.

The Finnish diplomat, in a press conference, welcomed the election of the new Speaker of Parliament and expressed hope that an executive will soon be formed to continue mutual cooperation.

"I welcome the election of the new Speaker of the Assembly. I also express my hope that the process of forming the Assembly will continue in accordance with the Constitution and that we will soon see a new government with which we expect to continue our cooperation," she said.

During the day, Valtonen also met with President Vjosa Osmani. When asked why she had not met the acting Prime Minister, Albin Kurti, at the government building, nor her counterpart, Foreign Minister Donika Gërvalla, she hesitated to answer, but emphasized that a solution must be found to Kosovo’s political deadlock so that the country can move forward.

"Let me put it this way. We strongly hope that very soon there will be a solution to the deadlock related to the Assembly and the Government," the Finnish diplomat underlined.

The OSCE Chairperson-in-Office also mentioned the need to implement agreements reached within the Kosovo-Serbia dialogue.

"Strengthening inter-community relations remains important and has long been a key area of engagement for the OSCE Mission in Kosovo. With the appointment of a new EU Special Representative for the Belgrade-Pristina Dialogue, reaffirming commitment to dialogue and advancing the implementation of existing agreements is essential to ensure progress. The OSCE remains ready to support these efforts, as the mission here has the potential to make further contributions in line with its mandate," she emphasized.

Alongside President Vjosa Osmani, the OSCE Chairperson also met on Tuesday morning with representatives of civil society, where she said discussions focused on good governance, as well as the protection and promotion of the rights of all communities.

Meanwhile, in a statement from the Office of the President, it was said that President Osmani reiterated to the OSCE Chairperson Kosovo’s commitment to close cooperation with the OSCE in the process of reforms, institutional transparency, and human rights.
