“No offer on the table”: How is Sorensen’s first visit in Kosovo being viewed?

Messages from the EU Special Representative for the Kosovo-Serbia dialogue, Peter Sorensen, have been considered typical and not of any major significance by political analysts.

According to them, the Danish diplomat is concluding his visit without offering a proposal for the implementation of the Brussels Agreement and the Ohrid annex, which were reached between Kosovo and Serbia in 2023.

Peter Sorensen is concluding his three-day visit to Kosovo today, after which he is expected to travel to Belgrade, as reported by KosovaPress.

On Monday he met with President Vjosa Osmani, acting Prime Minister Albin Kurti, and chief negotiator Besnik Bislimi.

"The need for compromise in the dialogue should be defined by the parties," said Sorensen, who described these meetings as a "good start."

European integration professor Dritëro Arifi told KosovaPress that Sorensen was very reserved during his first visit to Kosovo, noting that he had expected the diplomat to present an offer regarding the Brussels Agreement’s implementation, such as what steps Kosovo would take if the agreement is implemented.

“I expected Mr. Sorensen to present an offer, saying 'if the agreement is implemented, these are the steps that will be taken.' There should be something more concrete, like Serbia’s legally binding recognition, which the EU does not have the ability or capability to do”, said Arifi.

According to him, based on Sorensen's messages, "nothing big and extraordinary can be expected in the dialogue," meaning the recognition of independence by Serbia and the establishment of the Serb-majority Association municipalities in Kosovo.

“The first important thing to mention is that he sees the dialogue as important for both parties. The fact that he called it a good initiative shows that, most likely, we need to continue with the dialogue process. An important thing he mentioned was that he expects a new approach and that the parties will implement what is applicable to them. This means that we shouldn't expect big or extraordinary things”, Arifi added.

During his first visit to Kosovo, Peter Sorensen also met with opposition party leaders and civil society representatives. He also visited the border points between Kosovo and Serbia, as reported by KosovaPress.

The Danish diplomat took over the role of EU Special Representative for the Kosovo-Serbia dialogue in February 2025, succeeding former envoy Miroslav Lajčak.

EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, recently stated that in March, they will look into making the dialogue functional and determining how to move forward.

Despite the agreement on the Brussels Basic Agreement and the Ohrid annex in 2023, the parties have not yet started implementing it.

Kosovo and Serbia have been in dialogue in Brussels since 2011.
