CEC Chair Kreshnik Radoniqi cast his vote at the “Lidhja e Pejës” school in Peja, where he stated that, in order to avoid vote-counting problems that accompanied previous electoral processes, the Central Election Commission (CEC) will conduct a review of 10 percent of all polling stations to assess whether there is a need for a recount.

According to Radoniqi, another innovation in this electoral process is the use of an additional monitor at counting tables, allowing officials to better follow the vote-counting process.

He said that all preparations have been completed and that voting has begun according to plan.

“CEC has been prepared for this day since the elections were called, and all preparations have now been completed. The election process has started and will be followed by the counting process. Since voting began at 7:00 a.m. at this polling center, I believe the electoral process has started throughout Kosovo. On this occasion, I call on citizens to come out and exercise their constitutional right to vote,” he said.

He also announced the completion of voting at Kosovo’s diplomatic missions, where turnout was high.

“Voting took place yesterday at our diplomatic missions. According to the information we received this morning, before the closure of four polling centers in the United States and Canada, turnout was around 81 percent. We are still awaiting data from New York,” he said.

Radoniqi reiterated the CEC’s request to counting teams to respect the law and CEC regulations, as well as its call on citizens and all participants in the process to comply with the law.

“CEC will review 10 percent of all polling stations once the sensitive election materials are returned, and it will inspect 10 percent of the ballot boxes. After that, we will assess the trend and determine whether a recount is necessary. As for the operation of counting tables, there will be an additional monitor at each counting table so that officials can follow the counting process. Regarding individuals involved in the process, we also sent the list of persons who were members of or nominated to the Judicial Council and Prosecutorial Council during the previous election process. We have not acted differently from the previous process. Persons who are illiterate could have been informed by family members about the voting procedure, print a sample ballot, and learn how voting is conducted. However, once behind the voting booth, they vote independently and on their own,” he said.
