Two decades after the end of the war in Kosovo, those who committed crimes are still unpunished, and the state is far from documenting war crimes, and consequently is far from investigating them. Exposing war crimes becomes more difficult, the evidences may fade and witnesses may die.

Organizations that deal with research on justice, as well as human rights issues, believe that over the years it will become more difficult to complete the war crimes investigation process.
