The final report on the case of the five-year-old child from Janjeva in Lipjan has concluded that institutions failed to prevent the incident.
Although the Minister of Labour and Social Welfare, Andin Hoti, had previously announced disciplinary measures, no actions have yet been taken.
The Municipality of Lipjan has been recommended to take disciplinary measures against responsible officials of the Center for Social Work (QPS).
“From the report with findings and recommendations for undertaking disciplinary actions against responsible officials of the QPS, as well as in accordance with the relevant law on public officials, on 16.04.2026 the recommendation was delivered to the Municipality of Lipjan,” it is stated in the response of the Ministry of Labour and Social Welfare.“The measures have not been processed yet, they are still being processed. The report has been processed, we have received the report and we have continued further with the procedures. I cannot speak more,” he said briefly for KosovaPress.
The director of the Center for Social Work in Lipjan, Makfirete Shamolli, also hesitated to speak, saying, “No, I have not received the report.”
It is also stated that the Ministry for Labour has sent written letters to municipalities with suggestions for undertaking actions “that would contribute to increasing the capacities of the Center for Social Work and improving the quality of services”.
KosovaPress also asked the Ministry where the child is located after being discharged from the University Clinical Center of Kosovo (QKUK). The latter had stated that the five-year-old was taken by the Center for Social Work of Gjakova.
The Ministry for Family did not say in which center he is located, apart from stating that “the family is under the protection of the Center for Social Work, is placed in shelter and is under institutional care of the QPS.”
