Energy Regulatory Office of Kosovo changes maximum allowed revenues of operators, avoids electricity price increase

The Energy Regulatory Office of Kosovo has partially approved the revenue requests of operators in this sector, aiming to avoid an increase in electricity prices.

As a result, the maximum allowed revenues for the Transmission System Operator (KOSTT) will be €76 million, for the Distribution System Operator (KEDS) €185 million, and for the Universal Service Supplier (KESCO) €442 million.

These changes were taken at an ERO meeting, with the justification that they aim to ensure supply security and avoid risks such as reduced production from domestic generators.

Muharrem Gashi from the Department of Tariffs and Prices justified the decision by saying that, with increased imports, the maximum allowed revenues need to be adjusted.

For the distribution system operator KEDS, Adelina Lokaj from the Department of Tariffs and Prices mentioned a request of €235 million.

She also said that ERO has taken into account the revenue adjustment factor applied to address deviations from previous years.

Lokaj stated that, following comments received from the Distribution System Operator, ERO updated loss purchases based on actual data from March 2026 and revised the assumed import price for the remaining months of April–December 2026 to €2.65/MWh.

For KESCO, Gashi added that the main cost component remains electricity procurement for supplying consumers.

To reduce the impact on 2026 electricity bills, KEK and KESCO have postponed the value of electricity for the January–March period to the relevant tariff year of 2027.

The Chair of the ERO Board, Ymer Fejzullahu, emphasized that this cost has been distributed over a two-year period so that the impact on consumers will be much smaller.
