Elezi: Ballots for diaspora voting have arrived, process begins Wednesday

More than 88,000 ballots belonging to the Local Elections for Mayors of Municipalities and for Municipal Assemblies from Slovenia have been brought to Kosovo, in order to enable diaspora voting by mail.

On Wednesday, September 17, the voting process by mail for all citizens of Kosovo is planned to begin, but this will also depend on the moment when the voter receives the ballot package from the post office.

The spokesperson of the CEC, Valmir Elezi, explained to KosovaPress that after receiving the ballots, special packages will be prepared for each voter, which will then be sent to the registered voters.

“I can confirm that the ballots for voting outside Kosovo for the local elections have already been printed and brought to Kosovo. There are 44,310 ballots for the Elections for Mayors of Municipalities and the same number of ballots for the Elections for Municipal Assemblies. The CEC will prepare packages for each registered voter, which will contain two ballots, one for the Mayor elections and one for the Municipal Assembly elections. According to the regulation, the CEC will ensure that these packages are sent by mail to the voters registered for voting outside Kosovo. Meanwhile, it is the responsibility of each of them to send the package with the completed ballots to one of the CEC postal boxes that are opened in different countries by the CEC,” Elezi explained.

According to Elezi, the deadline for voting outside the country is 25 days and will apply to around 43,933 citizens of Kosovo who have registered to take part in the electoral process.

“The voting period by mail applies only to voters outside Kosovo who registered for voting by mail between July 23 and August 29, 2025. According to the deadline set by the CEC, there are 25 days available to enable voting by mail, which will begin on September 17 and end on October 11. According to the Law on General Elections, in local elections we will have only voting by mail because voting in diplomatic missions does not apply in these types of elections,” said Elezi.

According to the CEC, the addresses of the postal boxes that will be opened in different countries will soon be published.

Also, according to the CEC’s explanations, citizens of Kosovo who registered to vote from outside Kosovo are removed from the Voter List inside Kosovo that is distributed to polling stations on election day, and therefore cannot vote in Kosovo.

Meanwhile, citizens who did not register to vote from outside Kosovo will find their names on the Voter List inside Kosovo.
