The Parliamentary Committee on Foreign Affairs and Diaspora has approved the draft law on ratifying the agreement for Kosovo’s membership in the Peace Board. Following a unanimous vote, the way has been opened for this agreement to be approved in the Assembly, while it was stated that it will be adopted before 28 April, when the deadline for the election of the president expires and the risk of new elections arises, as reported by KosovaPress.
Earlier on Wednesday, a working group meeting of this committee was held to review this agreement and it was agreed to approve it as it came to the Assembly, without changing paragraph two of article two of the agreement, as had been requested in the meeting two weeks ago in the committee.
Committee Chair Arbëreshë Kryeziu-Hyseni, after the meeting, said that they had agreed to approve the draft law as such in order not to have any conflict with the Vienna Convention and other conventions on international agreements.However, she said that the reason they had requested more time for this agreement was compatibility with the legislation and Constitution of Kosovo. According to her, after the analysis, the content of the draft law is in accordance with the laws and Constitution of Kosovo.
“We did not insist on changing paragraph two of article two. I simply thought that there are two lines where we could make an intervention for the sake of compatibility with the legislation in Kosovo. The reason why I requested more time in the treatment of this draft law and not the agreement itself is because we know that we cannot intervene in the content of what is stated in the explanatory memorandum and the agreements of the Peace Board itself... We have agreed not to have any contradiction with the Vienna Convention and other international conventions, we are leaving the content of the law as it is because the content of the convention is in accordance with what is required by the applicable legislation and the Constitution of Kosovo,” she said. The ruling party MP did not confirm whether this agreement will be included in the two plenary sessions of this week, but added that it will be approved before 28 April.“It does not depend on us, but I know that this international agreement will be voted on before the 28th of this month,” she said.
Two weeks ago, the Committee on Foreign Affairs did not approve the agreement, as MPs from the ruling majority requested additional clarifications on paragraph two of article two, which talks about promoting stability, restoring credible and legitimate governance, as well as ensuring sustainable peace in areas affected or threatened by conflicts.
