The special list for immovable properties for 2026 is approved in the Pristina Municipal Assembly

With 31 votes in favor, 14 against and no abstentions, it passed in the Pristina Municipal Assembly in an extraordinary session, the special list for immovable properties given for use for 2026, even though there were many discussions around it as shortcomings in documentation.

The Director of Property in the Municipality of Pristina, Brahim Mehmetaj, said that this document is important for the economic, social and urban development of the Municipality of Pristina, which according to him was drafted in accordance with the legislation in force and the principle of transparency of public interest and management of the property of the capital.

“A document of special importance for the economic, social and urban development of our municipality. This list was drafted in accordance with the legislation in force as well as the principle of transparency, public interest and management of the property of the capital. The main purpose is that municipal properties do not remain unused, but to come into function of development, creation of new jobs and increase of revenues for the capital. The properties included in this list have been analyzed carefully in the legal, urban and economic aspect. Their use will be done through open, competitive and transparent procedures guaranteeing the preservation of ownership and public interest,” Mehmetaj said.

The assembly member from the Vetëvendosje Movement, Nora Kelmendi, had criticisms of the special list which according to her is lacking and also has incorrect articles.

In the documentation sent, Kelmendi said that the general list of immovable properties of the municipality is missing, which according to the law should be sent by the mayor for prior approval by the Municipal Assembly.

“We have a list as can be seen the problem is not the idea of use, but in the manner, procedure and lack of necessary legal documentation. The head of the group of PSD assembly members, Besa Shahini, had five requests for the mayor of the municipality, Përparim Rama, as a prerequisite to vote on the sent list.

“Five concrete requests which are prerequisites to vote on this list that you have sent. The first is the giving on rent or use of public properties, a justification for the economy and the purpose why you are giving these properties, the mayor is obliged to report every six months for the properties that have been given for use, third the Municipality of Pristina does not have the regulation that is required for giving on use in a period of less than one year. The fourth the action plan to address the comments of the auditor and the fifth Pristina has a very serious problem with the protection of public property every day they are occupied and it is impossible to protect them if you refuse to build the general register to know where the public properties of the municipality are,” Shahini added.

Also Gëzim Sveçla from the Vetëvendosje Movement said that in a list with 5 thousand 288 properties without completion of documentation, it is not known who the owner is, who uses them nor their destination.

“You bring a list with 5 thousand 288 properties, in an extraordinary session and ask to vote the same without completion of prior documentation is not right. Assembly members are not voting machines, I cannot vote properties that it is not known who the owner is, who uses them nor what their destination is. This can then serve for many other illegal actions, there can be citizens who already have these properties in use and the approval of such a list is a kind of blackmail towards them,” Sveçla said.

Jeta Rafuna from the Democratic League of Kosovo has requested to vote this list because according to her it creates possibilities for economy, support of local initiatives as well as for the increase of own revenues of the municipality.“The list that we are reviewing today are the result of the functional process, with the purpose that these properties fall into function of public interest not to remain unused. Creates possibilities for economic purpose, for support of local initiatives as well as for increase of own revenues of the municipality, which then return into services for our citizens. The approval of this decision today opens the way for timely planning for 2026 and ensures a regular equal and transparent process,” Rafuna added.
