Hyland on the political deadlock: It’s time for compromise

Shortly before the start of the 52nd constitutive session of the Assembly of Kosovo, Christopher Hyland — one of the supporters of the Albanian cause in the United States — said that it is time to reach a compromise and form a government.

In a statement to the media, Hyland emphasized that the current political crisis in Kosovo will be resolved. According to him, there is a bright future ahead for Kosovo.

The Assembly of Kosovo failed today, for the 52nd time, to be constituted.

On Friday, July 24, the Constitutional Court responded to the requests submitted by PDK and LDK regarding the constitutionality of the Assembly’s decision to vote for the Committee on secret ballot procedures during the June 29, 2025 session.

The Court imposed a temporary measure that prohibits any decisions or actions by elected MPs related to the constitutive session after the expiration of the 30-day deadline. No further decisions may be taken from July 27 to August 8.

The 51st continuation of the session on July 23 was interrupted by the acting chair, Avni Dehari, who stated that conditions were not met to proceed. He did not put the formation of the secret committee to a vote and scheduled July 25 at 11:00 for the next continuation, KosovaPress reports.

Through a ruling issued on June 26, the Constitutional Court obligated the MPs to constitute the Assembly of Kosovo by July 26.

President Vjosa Osmani requested on Tuesday that the Court impose a temporary measure suspending the deadline.

The President addressed the country’s highest legal institution; requesting clarification on the legal consequences if the MPs fail to constitute the ninth legislature by Saturday.

According to her, if the Assembly is successfully constituted in the coming days, her request may be withdrawn — but she stressed that a substantive ruling by the Court in this case would help clarify similar situations in the future.

Kosovo has yet to establish its new institutions, despite parliamentary elections having been held on February 9.
