Baraliu believes that today an agreement between political parties could be reached to constitute the Assembly, calling this the last chance to end the institutional deadlock and to fulfill the constitutional duties of the MPs.
In an interview for KosovaPress, Professor Mazllum Baraliu said he expects that today there will be an agreement on the Assembly, and possibly even on the Government, according to him.
If that does not happen, Baraliu warned that the country risks entering an unclear and dangerous situation, threatening not only security but also the functioning and the very statehood of the country.Speaking to KosovaPress, Baraliu emphasized that today, at the very least, an agreement between Vetëvendosje and the Social Democratic Initiative (Nisma) must be finalized.
He stressed that it is absurd for a process that could be solved in five minutes to remain blocked. According to him, if the Assembly is not constituted and the Speaker and Deputy Speakers are not elected, the country enters a “grey zone” that seriously threatens the existence of the state and the functioning of the republic.Meanwhile, regarding the July 24 decision by the Constitutional Court, Baraliu said it is extremely important because it comes at a critical moment and clearly tells the MPs and political parties what they must do and within what deadlines.
He explained that the Court has set a deadline until July 27 for the constitution of the Assembly. If that does not happen, from July 27 to August 8 — as Baraliu explained — a security measure will be activated, and the Court will begin reviewing all requests and documents submitted by the two political parties.
On Friday, July 24, the Constitutional Court responded to the requests of PDK and LDK regarding the assessment of the constitutionality of the Assembly’s decision to vote on the secret ballot committee during the June 29, 2025 session. The Court imposed a temporary measure prohibiting any decisions or actions by the elected MPs regarding the constitutive session after the expiration of the 30-day deadline.
