​The Fourth Municipal Grant, an unfulfilled promise of the Government

After four years of waiting and promises from the Kosovo Government, the Fourth Municipal Grant still remains an unfulfilled promise. Some of the mayors express their concern about the non-functionality of this grant, describing it as an electoral tactic used in the campaign. They accuse the government of unfairly distributing funds, favoring some municipalities led by Vetëvendosje.


“With the fourth Grant for Municipalities, we will finance infrastructure projects that will not only generate new jobs, but will also build critical infrastructure for the revitalization and urbanization of municipalities,” was another promise by Kurti, which was not fulfilled. While there was no response from the Ministry of Finance as to when this grant would be created.
The Mayor of Prizren, Shaqir Totaj, complains about the current government’s approach towards mayors of municipalities that are not led by the ruling party. While he says that the promise to allocate the fourth grant was not fulfilled, he adds that the government made differences in the budget allocation, mentioning here that Prizren and Prishtina together received less budget than Podujevo, which is a relatively small municipality.
