There is no health insurance even during the Kurti Government

Citizens are not expected to have health insurance even during this mandate of the current Government of Kosovo. This is because the law is under public debate and has not yet been sent to the Government and then to the Assembly for approval.

While the opposition accuses the Minister of Health, Arben Vitia, of negligence and unpreparedness to have this law, the latter has shown how far they have gone with the work on this law, as well as what is foreseen in it.

The president of the patients' rights association, Besim Kodra, in a written response, said that there is a tendency for health insurance to start with the purchase of medicines, which does not make a difference in the health system.

"Since 2014, when the Health Insurance Law was approved, there have been tendencies to change it. This happened due to the incompetence of the ministers to implement it, that's why they concentrated on changes. The absence of such a law has a very negative impact on the financial burden of vulnerable groups in society, but also on the fragile health system. With this trend of developments, we do not expect to have insurance for a long period. There is a tendency for health insurance to start with the purchase of medicines, but this does not make the change we expect in the health system, especially the money of citizens' premiums goes to the pharmaceutical oligarchs", he said.

Meanwhile, LDK MP, Armend Zemaj said that it is not in the interest of the Government for Kosovo to have this law.

According to PDK MP, Bekim Haxhiu, this is a managerial failure of all those who have been in the Ministry of Health.

The Minister of Health, Arben Vitia, has given details of how far they have gone with the work on the law and what is foreseen in it.

Only in 2014, the Assembly of Kosovo managed to approve the new Law on Health Insurance, but also this law was not implemented.

Without Health Information System there can be no health insurance. The Health Information System (HIS) generates, compiles, analyzes, communicates and uses data for the public and private health sector.

Since 2011, the Ministry of Health tried to start the implementation of this system in three phases, which were intended to be implemented by 2020. However, this system has not been implemented. /A. Shala/
