The president of the patients' rights association, Besim Kodra, in a written response, said that there is a tendency for health insurance to start with the purchase of medicines, which does not make a difference in the health system.
"Since 2014, when the Health Insurance Law was approved, there have been tendencies to change it. This happened due to the incompetence of the ministers to implement it, that's why they concentrated on changes. The absence of such a law has a very negative impact on the financial burden of vulnerable groups in society, but also on the fragile health system. With this trend of developments, we do not expect to have insurance for a long period. There is a tendency for health insurance to start with the purchase of medicines, but this does not make the change we expect in the health system, especially the money of citizens' premiums goes to the pharmaceutical oligarchs", he said.Meanwhile, LDK MP, Armend Zemaj said that it is not in the interest of the Government for Kosovo to have this law.

Without Health Information System there can be no health insurance. The Health Information System (HIS) generates, compiles, analyzes, communicates and uses data for the public and private health sector.
