Saraqi: Nagip Krasniqi did not have any preference for any particular operator

The Strategic Planning Manager at the Kosovo Energy Corporation (KEK), Arjeta Saraqi, during her testimony in the case against former KEK CEO Nagip Krasniqi and Isuf Zejna, declared that her former boss, Nagip Krasniqi, did not have a preference for any specific operator, KosovaPress reports.

According to her, the accused for “Abuse of Official Duty” and “Disclosure of Official Secrets,” Nagip Krasniqi, during his leadership at KEK, respected the principles of this corporation, which include that the lowest price has priority, the operator must be serious, and the work must be completed quickly.

These answers Saraqi gave while being questioned by Vyrtyt Ibrahimaga, the lawyer of the accused, Nagip Krasniqi.

He asked whether his client had any preference for a certain operator, to which the witness, Saraqi, declared that Nagip Krasniqi did not have any particular preference.

“No, I cannot say that he had a preference,” she said.

According to her, the former KEK CEO, Nagip Krasniqi, respected KEK principles regarding the lowest price, serious operators, and completion of work within the deadline.

“Like other directors I have worked with, Krasniqi had a principle at KEK that I followed during my work: the lowest price should have priority, the operator should be serious, and the work should be completed within the deadline because all our projects have consequences on electricity supply, and Krasniqi, in this case, was the one who respected these, and as far as I know during my work, these criteria were followed just like by his successors,” she said.

Initially, questions for the Strategic Planning Manager at KEK, Arjeta Saraqi, were posed by prosecutor Fikrie Zejnullahu, who was interested in whether the witness remembered the procurement activities for Kalldaja at Block A5.

Regarding this, Saraqi, who was the chief of staff for Nagip Krasniqi, declared before the judicial panel that she remembered this activity, which, as she states, had gone through all other procedures.

Zejnullahu: What were your actions within this activity, as far as you remember…
Saraqi: Regarding this activity, like all the others, without any separation or special treatment: receiving requests, delegating for approval, then notifying if it was in order, or if there were comments, completing or correcting it like all others,” 
she declared.

When asked by prosecutor Zejnullahu whether she was part of the meeting when the Kalldaja Block A5 repair activity was discussed, Saraqi did not exclude the possibility that she may have been present during general discussions.

In prosecutor Zejnullahu’s question about whether she knew Isuf Zejna, Saraqi confirmed that she knows the accused, Zejna, who came after a request sent to former KEK CEO, Nagip Krasniqi, by the Police of Kosovo, and for whom Krasniqi had prepared an authorization for Isuf Zejna to respond to the Police letter.

“CEO Nagip Krasniqi requested the preparation of a request for hiring a legal consultant. According to the CEO’s request, the forms or sheets were completed by me, and the request was submitted to procurement, then it continued like all others to be developed through the other phases,” she said.

When asked whether this request should have been made by the KEK CEO or the KEK Legal Office, Saraqi said she did not know, while noting that the amount of this contract was €60,000 as far as she remembers.

“Did you ever understand that Isuf Zejna is the CEO’s advisor…
Saraqi: The CEO could have told me if I had asked who he is. I do not know. It was never discussed who Isuf is, what is his role. I was not interested,” 
she declared.

The prosecutor, Zejnullahu, asked whether KEK had previously signed any contract with a legal consultant, to which the witness, Saraqi, declared that Tetra-Tech had been a consulting company as a project of the U.S. Embassy in support of KEK.

Questions to the witness were also posed by the chairman of the judicial panel, Rraham Beqiri, who asked whether Saraqi had noticed if Nagip Krasniqi applied pressure on the KEK Procurement Director. She denied this.

At the end of today’s session, the judicial panel decided that Ymer Dragusha would be heard as a cooperating witness, since the testimony of this witness supports the indictment.

Also, in the initial session held on January 15, 2026, former KEK CEO, Nagip Krasniqi, and Isuf Zejna declared themselves not guilty. In this case, Ymer Dragusha was also accused, who reached a plea agreement with the Prosecution.

According to the indictment, former CEO of the Kosovo Energy Corporation (KEK), Nagip Krasniqi, together with Ymer Dragusha and Isuf Zejna, is accused of damaging the state budget by approximately €37 million.

This indictment was filed by the Special Prosecution on December 30, 2024. Meanwhile, former KEK CEO, Nagip Krasniqi, is also being tried in another case where he is accused of corruption, also within the Kosovo Energy Corporation.
