In this lecture, he spoke about the role of the UN mission during the years 2006-2008, and the history of how Kosovo reached independence.
The former chief administrator of UNMIK in Kosovo, Joachim Rucker, said that many people are not aware of the basic functions of the United Nations, and that the UN should not be underestimated because according to him, they are still the anchor of the international order based on rule.
He added that in 2006 they still had laws from the time of the former Yugoslavia, UNMIK regulations and had to administer these directives and executive decisions and all this had to be transferred to a new potential government and they began to plan a final transition under a new status.Rucker said that in May 2005 there was a report on the status of implementation of the standards. The Secretary General of the United Nations appointed Martti Ahtisaari, the former president of Finland, as special envoy for the process of the future status of Kosovo, together with the Austrian Johan, and on 10 November 2005 the Security Council supported their appointment. The first Unity team was President Rugova, Speaker Nexhat Daci, Hashim Thaçi, Veton Surroi and Blerim Shala.
Rucker has also published a book "Standards and status" which talks about how Kosovo's independence became possible.
