Democracy Plus (D+) has published a report titled “The Cost of Incomplete Procedures: Repeated Re-evaluations and Lack of Contracts,” which identifies numerous violations in five public procurement procedures with a total value of €22.5 million.

The report is based on monitoring procedures conducted by Kosovo's Ministry of Industry, Entrepreneurship, Trade and Innovation (MIETI), the Ministry of Infrastructure and Transport (MIT), the Ministry of Internal Affairs (MIA), and the Ministry of Health (MoH). According to the report, practices were identified that led to delays in procedures, their cancellation, or failure to conclude contracts.

According to a statement, key findings include the irregular appointment of members of evaluation committees, the introduction of new reasons for eliminating economic operators only during the review stage, recommendations to award contracts to operators offering abnormally low prices without a complete and documented assessment, as well as the unjustified shortening of legal deadlines for submitting bids.

The report also highlights cases in which procurement procedures remained blocked for more than two years, despite repeated decisions by the Procurement Review Body (PRB), causing delays in the implementation of contracts and negatively affecting the efficiency of public spending.

Based on these findings, D+ recommends that contracting authorities ensure the lawful appointment of evaluation committees, respect the principle of legal certainty when reviewing requests for reconsideration, properly assess abnormally low-priced bids, ensure transparency and proportionality in procurement procedures, and complete procedures within legal deadlines while effectively implementing PRB decisions.
