Although there were high expectations that visa liberalization for Kosovo citizens would happen during the German presidency of the Council of the European Union, this did not happen. The chances are considered to be lower now, when Portugal has taken over the EU presidency. The Government of Kosovo does not provide answers on this topic, while integration experts expressed skepticism that visa liberalization will take place this year.

Kosovo has met all the criteria needed for visa liberalization, but still does not enjoy the right of free movement in European Union countries.
