According to the World Health Organization, more than one billion people worldwide are with disabilities. These people generally have more health problems, fewer economic opportunities, lower education and academic achievement. This is mostly due to the barriers they face in their daily lives, rather than as an exclusive consequence of disability. Disability is not just a matter of public health, but also of human rights and the development of society. The WHO's efforts to support states in various aspects are reflected in the Action Plan for Persons with Disabilities 2014-2021, in the World Report on Disabilities, as well as in the Convention on the Rights of Persons with Disabilities.
