INPO: Over 190 contracts for tenders were signed in three months without publication of the notice

The Initiative for Progress (INPO) has analyzed the trend of contracts signed through the negotiated procedure without publication of the contract notice during the fourth quarter of 2024, in all contracting authorities in Kosovo.

According to INPO, during this period, 192 such contracts were signed with a total value of 13 million 988 thousand 700 euros. Meanwhile, according to INPO, compared to the third quarter of 2024, the total value of contracts concluded through the negotiated procedure has marked a decrease of 11.5 percent.

“In the period October-December 2024, 2838 contracts were concluded through public procurement procedures at the national level. 192 of them were concluded under the negotiated procedure without publication of the contract notice. The total value of all contracts signed for Q4 2024 is 31 million 737 thousand 539 euros. Meanwhile, the value of contracts concluded under the negotiated procedure without publication of the contract notice for the period of Q4 2024 is 13 million 988 thousand 700 euros”, states the INPO publication.

Furthermore, according to INPO, out of 192 contracts concluded under the negotiated procedure without publication of the notice, 106 were contracts for additional work or annex contracts.

Last year, there was also a parliamentary debate on single-source tenders, where the opposition criticized the government for the large number of single-source contracts concluded by state institutions.
