Import Control System extends to rail and road from April 1
To increase the security and protection of goods entering the European Union, on April 1, 2025, the Import Control System 2 (ICS2) will be extended to rail and road, covering all modes of transport.
According to the announcement, the European Union's Import Control System 2 (ICS2) aims to increase the security and protection of goods entering the EU by introducing a standardized, pre-arrival customs process for all modes of transport, including road and rail, in addition to the requirements for existing air, sea and inland waterways. By mandating the submission of accurate and complete Entry Summary Declaration (ESD) data prior to arrival, ICS2enables customs authorities to better assess the risks associated with incoming goods, thereby improving the EU's ability to prevent and combat customs infringements, and ultimately ensuring a protected and more secure trading environment.
"From 1 April 2025, road and rail carriers will have to provide data on goods sent to or through the EU before their arrival, through a full DPH. This obligation also concerns postal and express carriers transporting goods using these modes of transport, as well as other parties, such as logistics providers. Under certain circumstances, final recipients established in the EU will also have to submit DPH data in SKI2," the European Commission's announcement states.
