Municipalities such as Prishtina, Gjilan and Zubin Potok risk not having a budget increase for 2025. This is because they have not approved the budget in a timely manner, according to the legal deadlines. This is stated in the report “2025 Draft Budget - Analysis of Budget Revenues and Expenditures”, organized by the GAP Institute.

Blendi Hasaj from this institute said that the success of this planning also depends on the dynamics of expenditures, especially capital investments which often result in underspending.

While talking about the 2025 budget, he said that capital investments should receive a special focus in order to increase efficiency and free up funds for new capital investments and new projects.
