GAP identifies violations and challenges in the process of awarding grants from MCYS
The GAP Institute has analyzed 51 calls opened by MCYS during the period 2021-2023, where it has identified challenges in the process of awarding grants and subsidies. Based on the report "Challenges in providing subsidies from the Ministry of Culture, Youth and Sports", digitalization of the entire process of allocating grants and subsidies is necessary. In the presentation of this report, legal violations were also mentioned, where the deadline for the assessment and issuing of the results is determined.
Rrona Zhuri, research coordinator at GAP, said that MCYS is among the ministries with the largest budget allocated for grants and subsidies.
According to her, applications in open calls are made through physical delivery of documents or through e-mail.
In this report, 51 calls opened by MCYS during the three-year period from 2021-2023 have been analyzed.
Also the researcher Besart Zhuja emphasized the necessity of digitizing the process of grants and subsidies.
He also mentioned the legal violations for the determination of the deadline for assessment by MCYS, for which he also mentioned the financial cost for the application.
