Former chief negotiator of the Kosovo-Serbia dialogue, Edita Tahiri says that the institutions are constituted but the political scene remains polarized. She added that it is up to the ruling party to find ways of cooperating with the opposition as major issues for the country as she says, require the support of the opposition.
