April 23 has been declared World Book Day on November 15, 1995, by a UNESCO resolution, after taking into account the fact that the book has historically been the most powerful instrument of knowledge dissemination and the most effective means of ensure the preservation of this knowledge, that any initiative to promote new books is a factor of cultural enrichment etc. According to some research reports, 20% of the schools in the country do not have libraries at all, while 70% of the existing libraries do not have suitable and attractive titles for children. Some mini-libraries that were set up in Prishtina have been damaged, often by the students themselves. The students' relationship with the book does not seem to be what it used to be.
