Auditor identifies shortcomings in the construction process of a building at SHSKUK

The National Audit Office (NAO) has published the compliance audit report titled “Construction of the Building for the Nephrology and Hemato-Oncology Clinics” at the Hospital and University Clinical Service of Kosovo for the period 2018 – June 2025.

According to the announcement, the audit assessed the compliance of the building construction process with legal rules and requirements, from budgeting and planning, tendering procedures, to fund management and contract implementation.

“The audit process identified shortcomings in the budgeting, tendering, and fund management processes. The audit highlights discrepancies in budget planning for the construction of the Hemato-Oncology and Nephrology Clinics building, a dual approach in preparing technical specifications, inconsistencies between the project’s technical documentation and the preliminary measurements, as well as deficiencies in the evaluation of bids during the tendering process and in the management of expenses,” the announcement states.

Regarding this audit, the Auditor General, Vlora Spanca, emphasized that the deficiencies identified reflect the need for a more systematic approach and full compliance with the legal framework in project implementation. This will enable increased accountability, transparency, and integrity in the management of public funds.

The National Audit Office (NAO) provided five recommendations to improve and ensure the smooth implementation of processes from planning to execution.
