ZRRE Commercial Court ruling: Electricity supply will be cut off for consumers without a contract from August 16

Commercial consumers who have not signed a commercial contract with one of the licensed suppliers will be disconnected from the electricity grid starting August 16, the Energy Regulatory Office (ZRRE) announced, ​KosovaPress reports.

Following the receipt of the ruling regarding the precautionary measure on the matter of electricity market liberalization, ZRRE has urged consumers who, according to it, should be in the free market, to act without delay.

“ZRRE calls on all commercial consumers who should be in the free market and have not yet signed a commercial electricity supply contract to act without delay and choose one of the licensed suppliers published on the official ZRRE website, because from 16.08.2025, commercial consumers who have not signed a commercial contract with one of the licensed suppliers will be disconnected from the electricity network,” the announcement states.

ZRRE reiterated that “the process of liberalizing the electricity market is fully in accordance with the applicable legislation.”

“As we have emphasized previously, the process of liberalizing the electricity market is fully in line with the applicable legislation, carried out transparently and impartially, respecting all procedural and substantive standards. The legality of this process is being confirmed by competent courts, most recently by the Commercial Court – Chamber of Second Instance, verifying that all steps have been taken in accordance with the applicable laws of the Republic of Kosovo,” ZRRE’s statement reads.

On Tuesday, following media reports on the second ruling of the Commercial Court in favor of ZRRE, which greenlights the continuation of electricity market liberalization, the country’s chambers of commerce reacted.

The Kosovo Chamber of Commerce and Industry, in a statement, said that the process has numerous legal and procedural violations, and appealed to the Government of Kosovo and ZRRE to immediately suspend the implementation of the decision and initiate a transparent review process.

“We reiterate that the form chosen by ZRRE, quietly supported by all relevant institutions, will cause severe consequences for the country’s economy, including a significant increase in electricity prices, higher product prices, risk to thousands of jobs, reduction of domestic production and its suppression by increasing imports every day, and the closure of a large number of business activities,” the KCCI statement reads.

The Kosovo Chamber of Economy also stated that it will continue its legal battle against the Energy Regulatory Office (ZRRE).

The President of the Kosovo Chamber of Economy, Lulzim Rafuna, said that the possibility of bringing the case to the Supreme Court will be examined, and if necessary, even to the Constitutional Court of Kosovo.
