The Constitutional Court orders MPs to return to open voting

The Constitutional Court stated on Friday, August 8, that Members of Parliament must elect the Speaker of the Assembly through an open vote.

Additionally, the court ruled that a candidacy for Speaker of the Assembly can only be voted on three times.

The court ruled: TO ORDER, with 6 votes in favor and 1 against, that the Chairperson of the Constitutive Session of the Assembly of the Republic of Kosovo continues with item 3 of the agenda of the Constitutive Session, approved on April 8, 2025, and in accordance with paragraph 2 of Article 67 [Election of the Speaker and Deputy Speakers] of the Constitution of the Republic of Kosovo, to invite the representative of the largest parliamentary group to propose the candidate(s) for Speaker of the Assembly of the Republic of Kosovo, who shall be elected through an open vote, the voting for which can be held only up to 3 times for the same candidate(s),” the Constitutional Court’s decision published today reads.
