The Assembly fails to establish for the 40th time

For the 40th time, the constitution of the ninth legislature of the Assembly of Kosovo has failed. The continuation of this session failed due to a lack of quorum for voting on the commission that enables a secret ballot.

There were 100 members of parliament present in the hall, where the chair of the constitutive session, Avni Dehari, invited political parties to propose names for the commission.

The MP of the Democratic Party of Kosovo (PDK), Blerta Deliu Kodra, called on Dehari to respect the ruling of the Constitutional Court.

“Chair, we are calling on you once again to respect the constitution, return to the agenda and respect the ruling.”

Dehari: “Please, only proposals. Control room, cut the microphone.”
The control room cut off her microphone.

The youngest MP, Sala Jashari, reacted to this.

Jashari: “Don’t cut it off, she has the right to speak.”

Dehari: “Control room, please cut the microphone,” they said.

The same thing happened with the Democratic League of Kosovo (LDK) MP, Armend Zemaj.

Zemaj: “Chair, implement the decision of the Constitutional Court.”
Dehari: “Control room, let it be cut. Control room, please let it be cut,” they said.

Dehari did not allow the Alliance for the Future of Kosovo MP, Time Kadrijaj, to speak either.

“As the Alliance, we have changed our stance, we are sorry. And we have a name for the commission.”

Dehari: “Only proposals, nothing else. Just propose.”
Kadrijaj: “We have a name for the commission and we propose MP Albin Kurti for the commission,” she said.

Dehari continued the session by putting the commission for secret voting to a vote, which did not receive the necessary votes.

“51 MPs voted in favor, none against, none abstained. The session is adjourned. See you on 03.07.2025 at 11:00,” he said.

Last week, the Constitutional Court issued a decision stating that the ninth legislature has one month to constitute itself – by electing the speaker and deputy speakers. /Sh. Pajaziti
