Cases of domestic violence in Kosovo, according to official data for 2025, have been treated as a priority by the courts and without exceeding statutory deadlines. Statistics indicate efficiency of over 100 percent, both for the criminal offense of domestic violence and for cases involving protection orders. However, beyond these positive figures, an analysis of practice shows that the system continues to face serious challenges in the effective and sustainable implementation of court decisions.
According to the Coordinator for Domestic Violence at the Kosovo Judicial Council, Judge Dardan Kadolli, during 2025 a total of 1,013 domestic violence cases were received, while 1,032 were resolved, resulting in an efficiency rate of 102 percent. Likewise, 1,126 protection order cases were received and 1,131 were resolved.
He emphasized that one of the most pronounced problems remains the lack of interinstitutional coordination. According to him, cooperation among the courts, the police, and health institutions has not been followed consistently.
He noted that in practice there have been cases where courts have issued decisions and ordered protective or treatment measures, but these measures were not implemented on the ground. In some cases, the police did not monitor compliance with court decisions, while in others, health institutions failed to ensure follow-up on psychiatric treatment measures for perpetrators of violence./KosovaPress/
