On August 25, 2015, four agreements were signed in Brussels for the normalization of relations between Kosovo and Serbia.

The delegations of Kosovo and Serbia, in the presence of the then head of European diplomacy, Federica Mogherini, signed the agreement on Telecommunications, the agreement on Energy, the agreement on the release for traffic of the bridge over the Iber River in Mitrovica, and on the association of municipalities with a Serbian majority. The then prime minister of Kosovo, Isa Mustafa, said that "the Association of Serb-majority municipalities will not have any executive powers" and that "the agreements are in accordance with the Constitution and laws of Kosovo."..
