The Committee on Legislation, Mandates, Immunities, Rules of Procedure of the Assembly and Supervision of the Anti-Corruption Agency held its next meeting, where it approved several items on the agenda, including the opening of the competition for three members of the Kosovo Judicial Council and the appointment of a member to the Governmental Commission for the Recognition of the Status of Former Prisoners, Convicted Persons and Politically Persecuted Persons, KosovaPress reports.

At this meeting, upon the proposal of the MP from the Vetëvendosje Movement, Vigan Qorrolli, an item was also included in the agenda for the announcement of the competition for filling vacant positions in the Judicial Council.

“Following several institutional vacancies as a result of the lack of a proper institutional constitution in the 2025 elections, we have a request that was filed in May 2025, for the announcement of the competition to fill a vacant position as a result of the resignation of a previous candidate who held the position in the Judicial Council. I request that the agenda item be included, the announcement of the competition for a member of the Kosovo Judicial Council...But, if there are three vacancies, then we can all three go and announce them,” said Qorrolli.

The Commission approved the opening of the competition for three members of the Kosovo Judicial Council, one from the Albanian community and two from the Serbian community.

The committee also reviewed the Work Plan for the spring session (March-July), which includes monitoring the implementation of laws.

MP from the Alliance for the Future of Kosovo, Besnik Tahiri, proposed three additions to the work plan, including an assessment of the work of the Commercial Court and the Administrative Court, established in the previous mandate.

He said that it is necessary to assess the efficiency of these courts and whether their establishment has yielded results.

“I have three points to add. First, Blerta, I, Artani and Adnani were on the legislation committee in the previous mandate, at that time both commercial and administrative courts were established. I request that as an item on the agenda in our work plan, an assessment of their work be made, because at that time, as logic when we discussed in the committee, the logic for the Commercial Court was to centralize the system as much as possible so that we could handle cases that were at that time disputable between the courts and the private sector. Then, the Administrative Court is closely related to civil work, and at that time we also had support from a program of the American Embassy. However, we do not know how things have gone so far. We need to see what the efficiency has been, was it worth it to have established it”, said Tahiri.

According to him, the practice of organizing a joint workshop with the Legislation Committee in the Parliament of Albania should also be continued, with the aim of exchanging experiences in justice reforms.

While he also emphasized the law on deputies.

“The second issue, at the beginning of the year, we usually have a workshop with the relevant committee in Albania, a roundtable where we discuss their experience, they are a little ahead of us in justice reforms. There is something that is closely related to the government's work plan, and I propose that we continue, usually in the spring we go to Tirana, then in the third or fourth part of the year they come to us. So, a joint workshop with the Legislation Committee in the Parliament of the Republic of Albania. And the third point, it has to do with the law on deputies itself, I think we should take on this issue”, added Tahiri.

Regarding this issue, MP Adnan Rrustemi said that it would be more appropriate for the monitoring to take place in the autumn session, describing the review at this stage as a premature action.

“My conviction is that it would have been better to monitor in the autumn session. I completely agree, but a bit premature action,” said Rrustemi.

The chairman of the committee, Përparim Gruda, emphasized that the Administrative Court has not yet been fully functional, proposing that the Commercial Court be monitored in this session, while the Administrative Court be included in the autumn session.

After discussions, the committee members agreed that this point be postponed to another meeting.

Meanwhile, on the point of appointing a member to the Government Commission for the Recognition of the Status of Former Prisoners, Convicted and Politically Persecuted Persons, Qorrolli, on behalf of the Vetëvendosje Movement, proposed MP Arjeta Rexhepi.

The proposal was unanimously approved by the members of the commission.
