Recently, there were discussions whether should be a complete recount of votes after suspicions that there have been manipulations, mainly within the parties, where one candidate took another one’s vote, damaging the other and leaving one out of the Assembly. This would delay the certification deadline and consequently the formation of new institutions. In the 2019 elections about 90% of polling stations were recounted and this meant that the process from election day to certification was completed within 53 days. Electoral process monitors have expressed different views on the delays that may appear in the certification of the February 14 results. The Kosovo Institute of Justice does not see the possibility for the Supreme Court to decide on a total recount of votes, while the organization "Çohu" says that such a thing is necessary, despite the consequences that may be created in the delays in the constitution of institutions. Meanwhile, the Central Election Commission (CEC) is awaiting a decision by the Supreme Court to take further action.
