The dialogue between Kosovo and Serbia in Brussels may be blocked due to differences over the issue of establishing the Association of Serb Municipalities in Kosovo. The insistence of the Serbian side to discuss this topic now, and the categorical refusal of Prime Minister Hoti, is seen as a reason that the dialogue process will be delayed. The parties that make up the coalition government say that Serbia is trying to obstruct the dialogue, but that it will not succeed. While in Vetëvendosje, they do not trust Hoti's statements that he will not open the topic of the Association, in the European capital.

  The LDK Deputy Chairman, Ismet Beqiri, told KosovaPress, that this topic will not be discussed in Brussels at this time, and he promises that under no circumstances will the Association have executive powers even if Serbia never recognizes Kosovo.
